Douglas Barrie, an air warfare analyst at the London-based International Institute of Strategic Studies, said the new weapon was likely to be “either the Kh-555 or Kh-101/102.”</b></span></div><div style="font-family: Verdana,sans-serif;"><span style="font-size: small;"><b><br />
The Kh-555 is a new conventionally-armed variant of the Kh-55 nuclear-armed cruise missile, which has been in service since the 1984 on Tu-95 and Tu-160 bombers.<br />
</b><b>Kh-101 is a stealthy nuclear armed cruise-missile under development by the Raduga design bureau, along with a conventionally-armed variant (Kh-102). Globalsecurity claims the weapon was test-fired in October 1998. Some reports claim the weapon is itself a derivative of Kh-555.<br />
Serdyukov also said Russia’s fleet of Tu-160 Blackjack and Tu-95MS Bear strategic bombers will be modernized.<a name='more'></a><br />

Defense Ministry spokesman Vladimir Drik earlier said the AF’s strategic long-range arms division will receive more than 10 modernized Tu-160M Blackjack bombers by 2020.<br />
<br />
The new bombers will be adapted to carry advanced cruise missiles and bombs.<br />
Zelin said in January the AF will soon deploy an advanced tactical air-to-air missile that will greatly enhance its operational effectiveness. The missile will be carried by MiG-31BM Foxhound supersonic interceptors/fighters and will subsequently be used by other warplanes.<br />
Zelin did not identify the missile but experts believe it could be the K-37M, also known as RVV-BD, or AA-X-13 Arrow as it is known to NATO.<br />

The K-prefix denotes a weapon in development while the M indicates a modification. An export variant of the weapon, known as RVV-BD, was shown at MAKS 2011. China has booked orders for 112 fighter jets for overseas customers to be delivered between 2012 and 2015. During the same period, U.S. will export 110 fighters while Russia will come in third place with 109 deliveries. In terms of the dollar value of fighter jet sales, the U.S. is likely to remain on top.<br />

The famous F-35 fighter jet which made by the U.S. are estimated to cost about $156 million apiece over the life of its production run while the F-16 has been priced at around $165 million. The Chinese and Russia fighters are priced considerably less in order to be competitive. The aging J-7 fighter was China’s staple export fighter during the Cold War era, with sales of about 500 mainly to middle-east countries and North Korea. The J-10 is made entirely from domestically sourced components. In future, China will redesign its advanced J-10 fighters as multirole combat aircraft and sell them to more developing nations for a cheaper price.<a name='more'></a><br />

Competition has been heating up between Russia and China, which was once its top customer. After China sold a number of fighter jet to Pakistan, a leading client for fighter exports, Russia stopped providing China with the engines used in that fighter in order to prevent China from taking over its market. The Indians got and believed that Musharraf intentionally conveyed this to the Americans so that the country is not treated by the US like Afghanistan and Iraq Pakistan is neither a signatory to NPT nor CTBT, however, it has unilaterally decided to use its nuclear programme only as deterrence against any foreign aggression, the newspaper said.</b></span><br />

</div><div style="font-family: Verdana,sans-serif;"><span style="font-size: small;"><b>The Indian Ministry of Defence has issued a tender for the import of 66,000 5.56 mm assault rifle for an estimated $250 million (Rs 13,000 crore) to replace the locally-designed Indian Small Arms System 5.56 mm AR, which the army has reluctantly employed since the mid-1990s.<br />
<br />
<br />
The Request for Proposal dispatched to over 40 overseas vendors last month -- with bids to be submitted by mid-Feb 2012 -- requires the 3.66 kg AR's to convert to 7.62x39 mm and be fitted with Picatiny Rail-mounted reflex sights.</b> <b><br />
<br />
The ARs would also need to be equipped with under-barrel grenade launchers and be able to fire locally-produced ammunition.</b> <b><br />
<br />
<br />
The RfP also mandates a transfer of technology to the State-owned Ordnance Factory Board to locally make the ARs of which the eventual requirement is expected to be around 2 million for the army, the central paramilitary forces and state police in a massive programme estimated at $2-3 billion.</b> <b><br />
<br />
Armament industry officials, however, said that the exclusion of the private sector from this potential contract was at variance with the MoD's much publicised aim of privatising the monopolistic State-run military-industrial sector. </b><b><br />
<br />
The imported ARs would supplant the INSAS 5.56 mm AR, which the army had inducted into service some 15 years and employed in counter-insurgency operations but consistently found it operationally inadequate. </b><b><br />
<br />
The army's association with the INSAS AR programme has been turbulent and problematic.</b> <b><br />
<br />
For long it had objected to the Defence Research and Development Organisation-designed and OFB-built INSAS 5.56 mm AR introduced into service in the mid-1990s to replace the heavier and outmoded range of 7.62mm FNFAL self-loading rifles.</b> <b><br />
<br />
But despite protestations centred round the INSAS ARs sights that malfunctioned in cold regions and its firing mechanism that jammed at critical times, the army was 'persuaded' by the MoD to induct the rifle that took the DRDO nearly a decade to design and the OFB another four to build. </b></span></div><a name='more'></a><span style="font-size: small;"><b><br />
<br />
But frontline infantry and Rashtriya Rifles units deployed on counter-insurgency duties preferred the tested Kalishnikov-designed 7.62 mm AK 47 of which 100,000 were imported from Bulgaria in 1995 for $ 8.3 million as a 'stop gap' measure till the INSAS AR became operational. </b><b><br />
<br />
And more recently in 2002 the army imported 3,070 Israeli Weapon Industries' 5.56 mm Tavor 21 AR (TAR 21s) for its Special Forces for around $ 20 million that were inducted into service 2008 onwards.</b> <b><br />
<br />
A contract for an additional 10,000 TAR-21's with reflex sights for newly raised paramilitary SF units is nearing fruition.</b> <b><br />
<br />
The INSAS AR's inadequacy also became a contentious issue between India and Nepal in August 2005 when the Royal Nepal Army (RNA) claimed the rifle supplied to it to battle Maoist guerilla's repeatedly malfunctioned, resulting in heavy casualties. </b><b><br />
<br />
The RNA maintained that the AR "became too hot" and unusable for sustained firing during a particular firefight at Pili in Kalikot district, 600 km west of the capital Kathmandu in which 43 soldiers died.</b> <b><br />
<br />
Reacting irately to these charges, Indian officials said the INSAS rifles might have failed due to poor maintenance and the RNA's lack of experience in using them.</b> <b><br />
<br />
The DRDO's decision to develop the INSAS range of weapons in the early 1980's followed a proposal by the MoD to import around 8000 5.56mm ARs for select parachute regiments that later converted to SF.</b> <b><br />
<br />
The army wanted to replace the heavier 7.62MM SLR, its main assault weapon and Germany's Heckler & Koch's G 41 and Austria's Steyr AUG were short-listed with both vendors offering free transfer of technology in the $ 4.5 million contract.</b> <b><br />
<br />
Thereafter, the army's requirements doubled and the federal government facing a foreign exchange crunch turned down the import proposal.</b> <b><br />
<br />
The ubiquitous DRDO stepped in claiming to have made progress in developing the 5.56mm AR at its Armaments Research and Development Establishment in Pune but it took over a decade before the project fructified. </b><b><br />
<br />
Weapon experts at the time claimed that the INSAS 5.56mm AR was eventually an 'amalgam' of Kalashnikov, FN-FAL, the G41 and AUG designs and overall not in consonance with modern engineering production techniques which, in turn, would render it expensive.</b> <b><br />
<br />
The INSAS AR was eventually priced at around Rs 16,000-18,000 per rifle compared to the imported Bulgarian AK 47's that cost around $93 each or around Rs 2800 at the prevailing exchange rate.</b> <b><br />
<br />
"The INSAS AR is a non-competitive weapon system and the army became a tied customer with little choice but to pay the asking price however high it might be and whatever operational objections it had to the rifle," a senior Infantry officer admitted.</b> <b><br />
<br />
For, unlike the financially accountable private sector, the OFB's costing is flexible and being government-owned their manpower is considered "free" and cost, time and technological overruns matter little, he added.</b> <b><br />
<br />
The initial INSAS family of 5.56 mm weapons also included a light machine gun and carbine, both of which had long been abandoned necessitating hugely expensive imports nearly two decades later.</b> <b><br />
<br />
Consequently, last December the MoD dispatched a RfP to 40-odd overseas vendors to acquire 44,618 5.56mm close quarter battle carbines and 33.6 million rounds of ammunition for an estimated Rs 2000 crore.</b> <b><br />
<br />
This tender too mandates a 30 per cent offset liability and transfer of technology to the OFB to build around 400,000 CQB carbines to replace the outmoded 9mm model currently being used by the army.</b> <b><br />
<br />
In 2004-05 the army had projected a requirement for 420,000-odd CBQ and new generation protective carbines for its 359 infantry battalions and 66 associated RR units but it took the MoD five years before issuing the RfP for them.</b></span><br />

Diplomatic sources revealed that senior US military officers met Taliban leader Maulana Fazlullah, presently based in Afghanistan, after NATO’s unprovoked raid on Pak Army checkpoints that killed 24 officers and wounded many others. </b><b><br />
<br />
The unprovoked NATO attack comes after General Kayani had clearly stated that Pakistan has no intention of launching an armed action in North Waziristan and there is no question of a compromise on national honour in developing relations with the US. </b><b><br />
<br />
The US and NATO military command convinced Fazlullah and other anti-Pakistan elements, who were present in the meeting, to participate in peace talks with Pentagon and assured him full support for carrying out terror activities inside Pakistan</b> <b>, a source familiar with the development told this report on the condition of anonymity. The abrupt deployment of US forces near Pak-Afghan border has escalated tension in the region especially the militancy-plagued North Waziristan. <br />

It is important to mention here that Pak Army has repeatedly asked ISAF to act against militants, like Fazlullah, but US has failed to respond positively. </b><b><br />

When US have certain expectations from Pakistan, it should reciprocate in the same spirit, sources said, adding, </b><b>the US is playing a double game in Afghanistan, blaming Pakistan for allegedly providing sanctuaries to Taliban while feeding anti-Pakistan Taliban with dollars and ammunition to undertake terrorist activities inside Pakistan. </b></span></div><a name='more'></a><span style="font-size: small;"><b><br />

Though in Pakistan, the security forces have completely left it to the political leadership to decide whether to hold talks with the Taliban or not, the US-led NATO forces are providing safe havens to terrorists involved in terror attacks against Pakistan. </b><b><br />

The Bonn meeting, wherein Foreign Ministers from around 90 countries are expected to discuss ways and means to stabilise the war-torn country before a final withdrawal takes place in 2014, is aimed at bringing together Western and regional leaders to map out a strategy. </b><b>Defence experts stated that without Pakistan’s participation, Bonn meeting would a complete failure as regional players like Russia, China and Iran have already expressed their serious reservations about the dubious US exit-plan. <br />

For this second Bonn Conference, there is still an ambiguity on participation of major Taliban representatives. Kabul insists that there will be a single Afghan delegation for the conference wherein, the European diplomats say, Taliban representatives can be part. </b><b><br />

President Karzai who will chair the conference is all set to take along a hand picked delegation to Bonn that may not have even the true representatives of Afghan society.</b> <b><br />

But that looks illusionary as Mullah Omar; the Taliban commander has indicated his aversion to attend the conference in an Eid message. </b><b><br />

As the manifestation of endgame in Afghanistan appears to be somewhat within perceivable range, the US pressure and demands on Pakistan escalate with impulsive and reckless propaganda against Pak Army and ISI using media. </b><b><br />

"Over the lifetime of this programme, the decade or so, the per-aircraft cost of the 2,443 aircraft we want has doubled in real terms," said Ashton Carter, the Under Secretary of defence for acquisition, technology and logistics. </b><b><br />

"Said differently, that's what it's going to cost if we keep doing what we're doing. And that's unacceptable. It's unaffordable at that rate."</b><b><br />

The cost of the plane has jumped to 385 billion, about 103 million per plane in constant dollars or 113 million in fiscal year 2011 dollars, said Christine Fox, the Defence Department's director of cost assessment and programme evaluation.</b><b><br />

Republican Senator John McCain called the figure "truly troubling," considering the original price was 69 million per airplane. </b><b><br />

"The facts regarding this programme are truly troubling," said McCain. "No programme should expect to be continued with that kind of track record, especially in our current fiscal climate," said McCain.</b><b><br />

"It seems to me we have to start at least considering alternatives".</b><b><br />
<br />
The F-35 or Joint Strike Fighter (JSF), made by Lockheed Martin, is the Pentagon's most costly weapons programme.</b><b><br />

An additional appropriation of 4 billion brings the cost of development of the plane to 51 billion, "dismaying" figures," said Michigan Senator Carl Levin, who chairs the Senate Armed Services Committee.</b><b><br />

"These are dismaying; indeed, they are disturbing numbers in costs to us and to the taxpayers of the United States," Levin said.</b><b><br />

Carter attributed the cost overruns and delays to the plane's complexities and its radar-evading equipment, as well as the short-takeoff and vertical takeoff versions. And he said the culture of easy money at the Pentagon since 9/11 was also to blame.</b><b><br />

"In the decade of ever-increasing defence budgets, which we just enjoyed, it was always possible for our managers, when they ran into a technical problem or a difficult choice, to reach for more money," said Carter. Designed by Turkish company Roketsan, the Cirit is poised to become the most effective weapon of Turkish T129 assault helicopters, the agency reported, noting that the missile represents an important stage in domestic missile technology. </b><b><br />

The missile can use two alternative warheads: The first is used to pierce armor or start a fire and also has a shrapnel effect, while the second only has a magnified shrapnel effect. </b><b><br />

As of this year, the Cirit is ready for serial production, Anatolia reported. The missile has a range of eight kilometers, and will be installed in T129 helicopters that will be jointly produced by Turkeys Tusaþ and Italys AgustaWestland. </b><b><br />

Roketsan was established in 1988 by a decision of the Defense Industry Executive Committee.
