Pakistan Planning To Get six Submarines In Joint Development with China




Pakistan is planning of buying six more submarines with options for joint development of future submarines with China. The reason for that is, because Pakistan is seeking for ways to strengthen its under-sea warfare capabilities.

For now it is unknown what the class of the submarines is, but according to anonymous information Islamabad required an advanced under-sea vessel with air independent propulsion (AIP) system. This system will give the submarine the capability of staying submerged for longer and operating noiselessly.

The federal Cabinet of China was asked by the Defence Ministry to approve the purchase of the submarines in order to counter the “rising threats” for Pakistan. At the moment the Pakistan Navy has five active diesel electric submarines and 3 midget submarines. The submarines include Agosta-90b which are going to be equipped with MESMA AIP system, and Agosta-70.

Indian Navy Will Get First Scorpene Submarines in 2015.



The Indian Navy will get delivery of the first of its six Scorpene submarines in 2015, a three-year delay from the original schedule of 2012, the Rajya Sabha was informed Wednesday.  'The first submarine (Scorpene) is now scheduled to be delivered in the second half of 2015. As per the contract, the first submarine was scheduled to be delivered in December, 2012, and thereafter, one each every year till December 2017,' Defence Minister A.K. Antony said in a written reply during question hour.  The six Scorpenes -- Project-75 as the submarine construction programme is called -- are under construction at the Mumbai-based Mazagon Docks Limited (MDL) at a cost of $4 billion in collaboration with French firm DCNS. 

'There has been a delay due to initial teething problems, absorption of technology, augmentation of MDL infrastructure and procurement of MDL Purchased Material (MPM),' Antony said.  He was replying to a question on the delays in augmenting India's underwater combat capabilities.  He said the government constantly reviews the security environment and accordingly decides on the induction of appropriate defence equipment and platforms, including submarines for the navy.  'This is a continuous process undertaken for the modernization of the armed forces to keep them in a state of readiness to meet any eventuality,' he said.


'Any gap in submarine capacity is being addressed by modernisation and upgradation with the state-of-the-art weapons and sensors fitted on the existing submarines to enhance their combat-worthiness,' he added.  The defence minister also noted that the government had accorded approval for revising the cost of Project-75 on account of increase in the cost of MPM items, related sub-heads and additional MDL infrastructure.  Antony also said the government had already set in motion the process of constructing additional submarines under Project-75 (India).  To shore up its depleting submarine fleet, India will this year issue a $11-billion global tender for building six more next generation vessels under Project-75 (India), a follow-on to the six Scorpenes.  The navy issued the RFI for Project 75 (India) in September last year and some of the global firms that have responded to it are Russian Rosoboronexport, French DCNS/Armaris, German HDW and Spanish Navantia.  The Indian Navy operates 14 diesel-electric submarines at present after it decommissioned two Foxtrot class submarines last year.  Of the 14 submarines, 10 are Kilo class Soviet-origin vessels and the rest are HDW German-origin vessels.  India is expected to induct the 12 Project-75 and Project-75 (India) submarines in the next decade-and-a-half. The 12 vessels would now be inducted one after the other over 12 years beginning 2015.  The vessels are part of the 30-vessel submarine induction plans of the navy that was approved early in the last decade.  The number of navy's submarines is likely to be just the half of the current 14 vessels in 2015, as most of them are aging and would be decommissioned in the next five years.

Indian Navy Will Issue A Global Tender For Six Next Generation Submarines




The Navy will issue a global tender for procuring six next generation submarines worth over Rs 50,000 crore by the end of this year.
"The government has cleared Project-75 India which is the next lot of six submarines... At the moment we are going with the Request for Information (RFI) process, I hope within this year we would be able to push off the tender," Navy chief Admiral Nirmal Verma told reporters on the sidelines of a submarine seminar.

Project-75 India is a follow on of the Scorpene submarine project, six of which are being built by the Mazgaon Dockyards Limited (MDL) under a Rs 20,000 crore deal with French company DCNS.


With a depleted submarine strength, the Navy is planning to induct over 12 submarines in the next 10-12 years. The plans have also suffered a setback in view of the delays in the construction of the Scorpenes in Mumbai.

Talking about the capabilities of future submarines, the Navy chief said, "It will be a different boat in the sense that we are revising its Qualitative Requirements. Along with better sensors it will also have better hiding capability, improved detection range and combat management system."

He said the Navy would go for the Air Independent Propulsion (AIP) systems for the submarines, which would enhance their capability of remaining submerged in water for a longer time period.

Russian Navy To Get 2nd Graney Class Nuclear-Powered Attack Submarine In 2015


The Russian Navy will Get a 2nd Graney class nuclear-powered multipurpose attack submarine in 2015.

The construction of the Kazan submarine at the Sevmash Shipyard in the northern Russian city of Severodvinsk began in 2010. The first vessel of the Graney class, the Severodvinsk submarine, will enter service by the end of 2011.

"The hull of the Kazan sub has been built, but we still have to make many upgrades compared with the first vessel in the series. We are planning to deliver the submarine to the Navy in 2015," the official told on Tuesday.


The Kazan will feature more advanced equipment and weaponry than the Severodvinsk, which has been under construction since 1993.


Graney class nuclear submarines are designed to launch a variety of long-range cruise missiles (up to 3,100 miles or 5,000 km), with conventional or nuclear warheads, and effectively engage submarines, surface warships and land-based targets.

Has Pakistan Signs Deal with China to Co-produce Six Subs With The Technology that India Wants?


Even as India has announced its intent to have new generation diesel-electric submarines, Pakistan has gone ahead and signed a deal with long-standing ally China to produce submarines with the same technology that India wants.
The Pakistan Navy and China’s Ship Building Corporation signed a deal that got the seal of finality during the visit of Chinese Premier Wen Jiabao to Pakistan last December. Indian security agencies in know of the matter have cautioned the government that this could tilt the balance in favour of the Pakistan Navy in the Arabian Sea.

India is looking to spend Rs 50,000 crore to acquire six new diesel-electric submarines that will be equipped with air-independent propulsion (AIP) technology to boost operational capabilities. Conventional diesel-electric submarines have to surface every couple of days for oxygen to recharge their batteries. A submarine using AIP technology can stay submerged for 12-15 days at a stretch, thus increasing its capacity to hunt down enemy warships without being detected. Nuclear powered submarines can stay underwater for even longer periods.

Under the latest agreement, China will co-produce six AIP technology submarines with Pakistan. Currently, the neighbouring navy has only one submarine -- PNS Hamza. Pakistan is also looking at an AIP system produced by a French or German maker to fit on to the Chinese made hull of the vessel, said an official.

What is worrying for India is the known pace of Chinese construction. China could well provide three-four new generation AIP technology submarines to the neigbouring country within two years. The Chinese had supplied four frigates to the Pakistan Navy in 18 months flat! The two nations have also co-produced the single-engine J-17 fighter that was inducted into the Pakistan Air Force last summer.


For India, it could take upto five years to induct its first such submarine, as it will have to go through the process of trying out offers from various global bidders before ordering the vessels.


The Indian Navy has a bigger fleet in terms of number but it is dwindling and will be down to eight conventional diesel-electric vessels by 2015. By then, the first of the six under-construction Scorpene submarines will join the fleet followed by five more till 2018. The AIP technology vessels will follow later. Going by estimates, Pakistan would complete the induction of its fleet of AIP technology vessels by the time India starts off with its line of such submarines.


However, India will maintain its edge over Pakistan in case of nuclear-powered submarines. It hopes to induct the Akula-II Class attack submarine K-152 Nerpa on a 10-year lease from Russia in the next few weeks while the first indigenous nuclear submarine INS Arihant is expected to be inducted by early-2012.


Indian Navy Chief Admiral Nirmal Verma has already declared that nuclear-powered submarine INS Arihant would be on ‘deterrent patrol’ to provide the ability of a retaliatory ‘second strike’ if the country faces a nuclear attack.

Chinese PLAN Latest Type 041Class Yuan Diesel-Electric Submarines SSK


Although not nearly as "shocking" as the recent photo release of the PLAAF's J-20 stealth fighter, the first definitive photos of the latest Type 041 (NATO designation: Yuan) class diesel-powered submarines (SSK) nevertheless shed light on another critical asset of the PLA's modernization efforts.

While the exact new features of these 2 SSKs remain predictably shrouded in secrecy, some PLA enthusiasts have speculated that the new SSKs will include new sonar and surveillance systems, some have even speculated that the newest models will be capable of vertically launching cruise missiles from their lengthened sails - the most noticeable new feature of the latest 2 Yuan Class SSKs being constructed in Wuhan. It is also widely believed that the Yuan Class SSKs include air-independent propulsion systems on board (as subtly implied by a PLA Daily article dated 23 Oct 2009), allowing for quieter patrols of longer endurance.

China's New Submarines and Deployment Patterns


Images and media reports about new types of submarines appearing in recent months have generated a lot of interest in China's evolving submarine force. While the magnitude of such developments remains to be seen, since much depends on the submarines' tested capabilities, these rare glimpses provide important clues about the development of China's subsurface force structure and its orientation.

The reports include the recent deployment of a new Type 093 submarine to Hainan Island in the South China Sea (The Mainichi Daily News [Japan], October 20). Whereas the development and deployment of the Chinese navy's surface fleet have been prominently displayed in unprecedented scale in recent naval exercises both in the South and East China Sea, the expansion of China's subsurface fleet appears to have been slowed in recent years. In fact, overall People's Liberation Army Navy (PLAN) submarine totals remained almost flat from 2007-2010 (rising from 62 to 63 boats) (The Diplomat, September 29). In this context, these reports raise interesting questions about what is known regarding the pace of investments that China has undertaken to increase stealth, missile capacity, survivability and the capability to project its submarine force both regionally and globally.

In early October, a Hong Kong-media ran a story covering a photo image of a new type of Chinese submarine that has been circulating on the web for several weeks. The submarine was developed by the state-owned China Shipbuilding Industry Corporation (CSIC), which is the country's largest shipbuilder. The company reportedly had double-digit growth in output, revenue and profit in 2009 despite the global recession (People's Daily Online, February 23). The image of the SSK submarine surfaced several weeks before a CSIC statement, which indicated that the company had successfully launched a 'new' conventionally powered attack submarine in early September from its shipyard in Wuhan, central China. While the People's Liberation Army (PLA) has not officially acknowledged that the 'new' ship was a stealth submarine, many military analysts believe that the submarine is such a vessel (South China Morning Post, October 3).

The South China Morning Post noted a September 1 PLA Daily article covering an award ceremony hosted by the PLAN Deputy Political Commissar Xu Jianzhong for Da Lianglong, a professor at the PLA Navy's Submarine Academy. Professor Da received an award from the Central Military Commission for his successful research on submarine stealth technology (PLA Daily, September 1; South China Morning Post, October 3).

The stealth submarine in question appears to be a modified version of the Type 041 Yuan-class submarine. According to military experts, the Yuan-class's technology borrows heavily from Russian designs. The Yuan-class is reported to use a new air-independent propulsion (AIP) system based on the concept of the Swedish Stirling engine. Chinese naval research institutes are known to have been investigating fuel cell and exhaust recycling AIP designs similar to the French MESMA (Module d'Energie Sous-Marine Autonome) (Jane's Defense Weekly, October 7; Wen Wei Po [Hong Kong], October 12).

Chinese academic engineering literature cited by a prominent Western defense magazine supports the fact "that the PLA has also been researching fuel-cell AIP engine technology—with the PLA having benefited via Chinese academics from several conferences with German fuel-cell technology experts" (Jane's Defense Weekly, October 7). The addition of an AIP system could allow a Chinese submarine to operate underwater for up to 30 days on battery power, and would make the Song and Yuan submarines inaudible to existing U.S. surveillance networks-and U.S. subs.

The PLAN is also reportedly stepping up its deployment of submarines. According to Kanwa's Asia Defense Review cited by Wen Wei Po, China will finish testing and deploy two additional Yuan-class submarines by the end of 2011 (Wen Wei Po, October 12). If this report is indeed true, it would add fuel to the argument that the apparent slowdown in naval expansion was a transitory phase while the PLAN's submarine fleet appears set to resume its upward trajectory (The Diplomat, September 29).

These revelations dovetail a recent sighting of a new Type 093 Shang-class nuclear-powered attack submarine docked at a Chinese naval base in Sanya, Hainan Island. The photograph obtained by Japan-based Kyodo News, taken on September 2, shows two nuclear-powered submarines docked at a quay on the base. According to a military expert cited by The Mainichi Daily News, "the photograph marks the first time the whereabouts of the submarine were visually confirmed." The PLAN is known to have also deployed a Type 094 "Jin-class" ballistic missile submarine capable of loading nuclear missiles at the same base (The Mainichi Daily News, October 20).

The images and reports showcasing China's new submarines and deployments at forward positioned naval bases reflect, to a degree, Beijing's willingness to allow foreign powers to view their activity, which signals a new level of confidence and transparency for Beijing. As PLAN naval exercises increase in sophistication and frequency, so have Chinese submarine patrols in recent years—the PLAN conducted 12 patrols in 2008, twice as many as in 2007 (FAS Strategic Security Blog, February 3, 2009). This trend is consistent with the frequent sightings of Chinese submarines that have been showing up close to Taiwan, Japan and South Korea. Taken together, these recent developments appear to suggest that the PLAN may be deploying some of its newest underwater assets near the South China Sea. Furthermore, the recent actions undertaken by Beijing appear to be further reaffirmations that China perceives the South China Sea within its sphere of influence.

Russian Military To Receive 1,300 Types Of Weaponry By 2020


The Russian Armed Forces will receive over 1,300 types of weaponry in line with a draft arms procurement program until 2020, Prime Minister Vladimir Putin said on Monday.

"We will need to set up new or expand the existing production lines to manufacture 220 of the new types of weaponry," Putin told a meeting on the program, which is expected to be adopted by the yearend.

More than 20 trillion rubles ($640.7 billion) will be earmarked for weapons procurement, three times more than is allocated in the existing 2007-2015 program, he added.

The new program stipulates the upgrade of up to 11 percent of military equipment annually and will allow Russia to increase the share of modern weaponry to 70 percent by 2020.

Putin said that 4.7 trillion rubles ($150.7 billion), or almost a quarter of the total budget, would be allocated to the modernization of the Russian Navy.

"We now have more money and there are possibilities to expedite the construction [of submarines]," Putin said after visiting the Alexander Nevsky nuclear submarine, which is under construction at the Sevmash shipyard in the town of Severodvinsk in northern Russia.

 
Alexander Nevsky is the second of the Borey class nuclear submarines being built at Sevmash.

The Yury Dolgoruky sub has completed sea trials and could be adopted by the Navy in 2011, while the Vladimir Monomakh, and Svyatitel Nikolai (St. Nicholas) are in different stages of completion.

Russia is planning to build eight of these subs by 2015 and equip them with Bulava submarine-launched ballistic missiles.

Indian Navy is Developing New Base on East Coast for Nuclear Submarines



The navy is coming up with a new  base on the east coast, under thecode name Project Varsha, to berth its upcoming fleet of nuclearsubmarines.

India’s first indigenous nuclear-powered submarine, INS Arihant, underproject Advanced Technology Vessel (ATV), was launched for trials lastyear at the Visakhapatnam-based ship building centre (SBC). Arihant isstill undergoing its criticality certification at the SBC.

The navy has plans to build five more such nuclear-powered submarinesat SBC. The defence ministry also took over the Hindustan ShipyardLimited (HSL) in Visakhapatnam last year from the ministry of shipping,so that it could use HSL’s facilities and infrastructure to build thesubmarines.




The new base, Project Varsha, will have special features to ensuresafety of the submarines and the personnel onboard for maintenance.According to a source, the government would be taking the help of someother countries for the huge project as it required special fitmentsand attachments made of special material.

Located about 200 kilometres around Visakhapatnam at an undisclosedlocation, the base would be on the lines of the Chinese nuclearsubmarine base in Hainan island, the source said. The base will haveaccommodation and other facilities for the officers and men postedonboard.

The base would accommodate other submarines and ships if required, thesource said, as a lot of vessels due for induction in the near futurewere facing space constraint.

Refusing to disclose the cost of the project and whether there would beany special facility for missiles, a source said, “Not sure when itwould be ready. It might take time as it’s a special project and meantmainly for nuclear submarines.”

Biggest Military Deal---Six New-Generation Subs for Indian Navy(Project-75I)




 If you thought the Rs 42,000 crore project to procure 126multi-role fighters for the IAF was the "mother of all defence deals",think again. The stage is now being set for aneven bigger project—this one worth over Rs 50,000 crore for sixnew-generation submarines for the Indian Navy.
The Defence Acquisitions Council (DAC), chaired by defence minister A KAntony, has finally decided that three of the six submarines will beconstructed at Mazagon Docks (MDL) in Mumbai and one at HindustanShipyard Ltd (HSL) in Visakhapatnam, with the help of a foreigncollaborator. 



"The other two submarines will either be imported from the foreignvendor directly or constructed at a private shipyard in India.
Fresh estimates show each of these six diesel-electric submarines will cost almost Rs 8,500 crore," a source said. 
 

Under the programme—called Project-75 India(P-75I)—apart from stealth, land-attack capability and the ability toincorporate futuristic technologies, all the six new submarines will beequipped with air-independent propulsion (AIP) systems to boost theiroperational capabilities.

Conventional diesel-electric submarines have to surface every few days to get oxygen to recharge their batteries. WithAIP systems, they can stay submerged for much longer periods, narrowingthe gap with nuclear-powered submarines which can operate underwaterfor virtually unlimited periods.
The selection of the foreign collaborator for P-75I will, of course,take time because a RFP (request for proposal) will first have to beissued to submarine manufacturers like Rosoboronexport (Russian),DCNS/Armaris (French), HDW (German) and Navantia (Spain). Shortlistingand detailed technical and commercial negotiations will follow, beforethe actual contract can be inked.

Navy has reasons to be worried. By 2015 or so, it will be left withjust half of its present fleet of 15 ageing diesel-electricsubmarines—10 Russian Kilo-class, four German HDW and one Foxtrot.Moreover, it has been hit hard by the almost three-year delay in theongoing Project-75 for six French Scorpene submarines at MDL, underwhich the vessels were to roll out one per year from 2012 onwards, withprice escalation pushing the total cost beyond Rs 20,000 crore, as wasfirst reported by TOI.

For P-75I, the second line of submarines, the navy was keen on aprivate domestic shipyard to tie-up with the foreign vendor since itfelt MDL was already "overloaded" with orders and quick deliveryschedules were "critical".

But the DAC has decided otherwise, holding that the infrastructure andcapabilities acquired by MDL in the Scorpene project could not beallowed to go waste."Let’s hope thing go smoothly now, and instead of 10 years, the navygets its first submarine under P-75I in six to seven years," anofficial said.
Submarines can be game-changers in any conflict.And if they are armed with nuclear-tipped missiles, they provide themost effective strategic deterrent available around the world at thispoint of time. The US and Russia, after strategic arms reduction pacts,in fact, plan to retain over 60% of their nuclear weapons in the shapeof SLBMs (submarine-launched ballistic missiles) fitted onnuclear-powered submarines called "boomers", or SSBNs.

Though India does not have nuclear submarines andSLBM capabilities at present to complete its "nuclear triad", it hopesto move forward by inducting the Akula-II class attack submarine K-152Nerpa on a 10-year lease from Russia in October this year, and then thefirst indigenous nuclear submarine INS Arihant by early-2012.

Pakistan, incidentally, already has its first Mesma AIP-equippedsubmarine, PNS Hamza, the third of the French Agosta-90B submarines ithas inducted since 1999. It is now looking to induct three advancedType-214 German submarines with AIP. China, in turn, has 62 submarines,with 10 of them being nuclear-propelled.

New Chinese SSK Fuels Asia's Submarine Race


The China Shipbuilding Industry Corporation has launched an unidentified new-type conventional submarine (SSK) at its Wuhan shipyard, according to Chinese reports.

It is the third new SSK design revealed by China since 1994 and is likely to exacerbate regional anxieties that are propelling many Asian states to increase or establish submarine fleets.

Vague or altered internet images of this new SSK, which first appeared on the popular Chinese CALF web page on 10 September, led observers to think that it may be yet another Chinese internet hoax, but the submarine's existence was confirmed by much clearer images on 13 September.








While not much larger than the 3,000- to 4,000-ton Type 041 Yuan class, the new boat appears to incorporate Russian design influences, including a stouter hull with a reduced aft taper similar to the Project 667 Lada/Amur class, plus an elongated sail and hull-mounted retractable hydroplanes similar to the Project 636 Kilo class. However, in contrast to the sail of the Kilo, the new Chinese SSK incorporates hydrodynamic elements such as an intricately-faired leading edge with concave and convex curves.

Second submarine line for Mazagon Dock

With public sector shipyard Mazagon Dock Ltd (MDL), Mumbai, yearsbehind schedule in building six conventional Scorpene submarines forthe Indian Navy, the Ministry of Defence (MoD) is handing Mazagon Dockanother lucrative order to build three more submarines.

Althoughprivate sector shipbuilders — especially L&T and Pipavav ShipyardLtd (PSL) — argue that Mazagon Dock already has more than it canhandle, MoD insists the public sector shipyard can execute this order.


The MoD’s Secretary of Defence Production, R K Singh, talkingexclusively to Business Standard, has detailed Mazagon Dock’s road mapfor simultaneously executing the Scorpene order (Project 75, as it istermed) and the three additional submarines that are a part of thesix-submarine Project 75I order.

Business Standard had reported yesterday that the MoD’s apex DefenceAcquisition Council (DAC) had ruled out India’s private sector fromProject 75I. The first two submarines of Project 75I will be builtabroad in the foreign collaborator’s shipyard. The other foursubmarines will be built in MoD-owned shipyards: recently acquiredHindustan Shipyard Ltd will build one, while MDL builds three.

R K Singh explains, “First, the Scorpene delay will be trimmed down toless than 18 months. The original plan was for the first Scorpene to bedelivered in December 2012; and the other five submarines at one-yearintervals till December 2017. While the first Scorpene will only beready in August 2015, Mazagon Dock will deliver the others faster, atnine-month intervals, and finish the last Scorpene by May 2019.”

MoD sources say Mazagon Dock is being pushed towards an even moreambitious delivery schedule: Of one Scorpene every seven months. OnAugust 11, Defence Minister A K Antony told Parliament that Project 75would complete work by the second half of 2018.

But Project 75I, argues R K Singh, does not have to wait till then; itcan begin as early as 2012. By that year, with all six Scorpene hullsfully built, the specialised hull workers and welders of Mazagon Dockcould begin fabricating hulls for Project 75I.

Singh explains, “Two Scorpene hulls are already built and MDL is closeto completing the third. By early 2012, all six Scorpene hulls will beready. MDL’s hull fabrication shop — which cuts steel for the hull,rolls it, fabricates hull segments and then welds them together into acomplete hull — will be sitting idle from 2012, and ready to bediverted to Project 75I.”

The Department of Defence Production also points out that Project 75Icannot begin for another five years. At least 12-24 months are neededfor a Cabinet sanction for building the first two Project 75Isubmarines abroad. Selecting a foreign shipyard as collaborator forProject 75I will take another 24-36 months and then one year for pricenegotiations.

The six Project 75I submarines will be built on a new production line,on which work has already begun. During a visit to MDL in 2009,Business Standard was shown a 16-acre plot, adjoining MDL’s facilitiesin Mazagon, Mumbai, which the shipyard had acquired in the 1980s fromGujarat state PSU, Alcock Ashdown.

R K Singh confirmed, “We are going to execute Project 75I in a newyard, the Alcock Yard, on which MDL is building a second submarineproduction line.”

Private sector shipbuilder Larsen & Toubro finds the MoD’s decisionto patronise Mazagon Dock inexplicable. L&T sources say the companywas given to understand that they would participate in Project 75I asthe second submarine line. Now, L&T’s experience and infrastructurewould lie idle.

Scorpene Stumbles Towards The Finish Line

India's effort to build French Scorpene submarines, under license, hasbeen further delayed, and the price has now gone up to $5 billion ($834million each). While this effort will leave India with thousands ofworkers and specialists experienced in building modern submarines, thatwill be wasted because the defense procurement bureaucrats seem to havelearned nothing.
These officials already caused numerous delays, andcost overruns, during negotiations to build the six Scorpenediesel-electric submarines. The bureaucrats have mismanaged this dealto the extent that it is nearly three years behind schedule. But it iseven more behind schedule if you count the several years the Indianbureaucrats delayed it even getting started.
The delays andmismanagement have so far increased the cost of the $4 billion projectby 25 percent. The first Scorpene is supposed to enter service in twoyears, with one a year after that until all six are delivered.

There's some urgency to all this, because by 2012, five of India's 16subs (10 Kilo and two Foxtrot class Russian built boats and , fourGerman Type 209s) will be retired (some are already semi-retiredbecause of age and infirmity). Two years after that, India will onlyhave five working subs.

But the bureaucrats and politicians dithered for nearly a decade, andit wasn't until 2005 that India signed a deal to buy six FrenchScorpene class boat. The delays led to the French increasing prices onsome key components, and India has had some problems in gettingproduction going on their end. The first Scorpene was to be built inFrance, with the other five built in India. While some problems wereexpected (India has been doing license manufacturing of complex weaponsfor decades), the defense ministry procurement bureaucrats never ceasedto amaze when it came to delaying work, or just getting in the way.

The Scorpenes are similar to the Agosta 90B subs (also French) thatPakistan recently bought. The first of the Agosta's was built inFrance, but the other two were built in Pakistan. The Scorpene purchasewas seen as a response to the Pakistani Agostas. The Scorpene are amore recent design, the result of cooperation between a French and aSpanish firm. The Agosta is a 1,500 ton (surface displacement)diesel-electric sub with a 36 man crew and four 21 inch torpedo tubes(with 20 torpedoes and/or anti-ship missiles carried.) The Scorpene isa little heavier (1700 tons), has a smaller crew (32) and is a littlefaster. It has six 21 inch torpedo tubes, and carries 18 torpedoesand/or missiles. Both models can be equipped with an AIP (airindependent propulsion) system. This enables the sub to stay underlonger, thus making the sub harder to find. AIP allows the sub totravel under water for more than a week, at low speed (5-10 kilometersan hour). The Pakistanis have an option to retrofit AIP in theircurrent two Agostas.

Both of these modern subs are very lethal weapons against surfacewarships. With well trained crews, Agostas and Scorpenes can get closeto just about any surface ship, no matter how good the defendersanti-submarine defenses are. But it's the AIP boats that are the realkillers. Without AIP, subs spend most of their time just below surface,using their noisy diesel engines (via a snorkel device that breaks thesurface to take in air, and get rid of the engine exhaust.) Snorkelscan be spotted by modern maritime patrol aircraft, and both nations aregetting more of these. The noise of the diesel engines can easily bepicked up by other subs. The introduction of the Agostas and Scorpeneswas seen as an escalation in the naval arms race between Pakistan andIndia.

While India was largely concerned with the Pakistani navy when theScorpene contract was negotiated and signed, China is now seen as theprimary adversary. The Chinese subs are not as effective as thePakistani boats, both because of less advanced technology, and lesswell trained crews. India could use their Scorpenes to confront anyChinese attempt to expand their naval presence into the Indian ocean.Thus the delays and cost overruns with the Scorpenes are causing quitea lot of commotion in India. But at the rate India is going, it will benearly a decade before all six of the Scorpenes are in service. At thatpoint, India would have about a dozen subs (including nuclear poweredmodels under construction. China will have over 60 boats, about 20percent of them nuclear.

Choosing French Submarines over German?


A German team is due in few days probably on August 5th according tosources to look into possibility of signing the accord for provision ofU-214 submarines to Pakistan Navy.
However reports appearing in the media suggest that the deal may hitsnags due to change of mind in the current Pakistani government overpurchase of German submarines.
In 2008 Pakistan Navy under chief of navel staff Admiral MuhammadAfzal Tahir made efforts for including German 214 Class submarines inits fleet and owing to Navy’s persistent efforts, the government hadapproved plans for acquisition of these submarines to be built atKarachi Shipyard under transfer of technology programme.

The details were later worked out between the two countries when a Pakistan Navy delegation visited Germany in April.
However recently quoting Pakistani government sources, the FinancialTimes Deutschland says President Asif Zardari may overrule hismilitary’s preference for the German subs to take up a “better offer”from France.
But what better submarines France can offer to Pakistan? That is aquestion to ponder because France has no better submarines to offerPakistan at the moment whereas French are indeed not ready to offer usnuclear submarine.



What France has in store?
:
There are three options 1. Scorpion, 2. Marlin and 3. Barracudasubmarines. But again the Scorpions are not superior to U 214, neitherthese will be having any benefit for Pakistan because French companyDCN is already going to provide Scorpion to Indian Navy ahead ofPakistan.
U-214 is way better than French design given to India. Marlin isjust on drawing board and will take forever to go to prototype stageand then test and evaluation and finally induction into Pakistan Navymeanwhile India will have all its Scorpion in sea. DCN (Direction desConstructions Navales ), France will not be able to fulfill Pakistaniorder ahead of Indians. The success of Marlin, or weather or not itwill be better than U-214 German sub cannot be predicted. Currently,U-214 for the best non-nuclear submarine in the world, and our friendsin Turkey will soon produce it at home with the license of production.
Now the only option for Pakistan will be to ask for Barracudasubmarine but it is unlikely that France will sell us nuclearsubmarine. Barracuda is a nuclear powered submarine and France does notcurrently allow the sale of nuclear-propelled submarines.
Despite having French Agosta-90B submarines, the Pakistani Navyopted for purchasing German Torpedoes for fitting to Agosta-90B due tothe superior German technology.
Pakistan Navy needs German submarines because the German U-214 subs are far better than the French Scorpion.
If the current government goes for inferior quality Frenchsubmarines then it will indeed give weight to suspicion of manyPakistanis who see bribes as main factor behind any irrationaldecisions viz viz defence deals.
Already the Pakistani senators have demanded in an incamera briefing from Pakistani Naval chief in the Senate.
Whereas some eyebrows have also been raised over the fact thatforeign secretary Salman Bashir in the current government of Zardari isthe brother of Naval Chief, Noman Bashir and there are also somereports that PIA chairman is going to be named Pakistani envoy toFrance. Some political pundits see such an appointment an attempt tomuster a deal for French submarines.
On the other hand submarine acquisition project (SMAP) a groupcomposed of Naval officers who have recommended U-214 submarines overother options after extensive study has been disbanded and the officershave been posted out at different stations.
Though earlier the Germans have delayed the deal due to politicalsituation of Pakistan but can kickoff cutting of hull for firstsubmarine immediately after signing the deal.
In such a situation going for something which does not fulfill therequirement of Pakistan Navy would be tantamount to putting thenational defence at risk.
There is no reason not to go for German submarines specially whenBerlin even granted federal export credit guarantees worth nearly $1.4billion for the purchase of the same.

Russia dominates Asian market with 28 diesel subs

Russia with its implemented and signed delivery contracts of 28submarines dominates Asian market; Vietnamese contract has strengthenedRussia's positions, reported Thursday Global Arms Trade Analysis Center(GATAC).

Rosoboronexport signed a delivery contract on six Project 636Mdiesel electric submarines to Vietnam during visit of Vietnamese PrimeMinister Nguyen Tan Dung to Russia on Dec 15, 2009. All subs will bebuilt at Admiralteyskie Verfi shipyard in St. Petersburg; rateof delivery is one sub per year. Total contract value of submarinesconstruction makes $2.1 bln. Considering establishment of appropriatecoastal infrastructure in Vietnam, delivery of arms and other systems,total sum could reach $3.2 bln. In this case the agreement would becomethe most expensive contract in the Russia's naval arms export.


"Amount of Russian Project 636/877 diesel electric submarines in Asiancountries will increase up to 28 after execution of the contract withVietnam; that will ensure Russia to keep leading positions at thismarket", informed RIA Novosti referring to GATAC press release.

Vietnam's decision to purchase Russian diesel electric subs fits intothe general trend of some Asian countries to create national submarinefleets. To make the best use of this factor, Russia makes a packageoffer including not only building submarines but also establishment ofappropriate submarine maintenance infrastructure, and trainingpersonnel, pointed out GATAC experts.

At present, Russia proceeds with implementation of long-term upgradeprogram of ten Project 877EKM diesel electric subs for Indian Navy.Since 2000 Indian Project 877EKM submarines have been armed with Club-S missile system. Indian Navy currently has in service 5 Project 877EKM submarines with Club-S system. One more sub is under modernization. Upgrade contract of four more Indian diesel subs and installation of Club-S system with 3M-54E1missiles was signed in Sept 2009. All modernized Project 877EKMsubmarines have six 533-mm torpedo tubes with 14 torpedoes, and 4supersonic cruise missiles 3M-54E1 having flight range about 220 km and designed for destroying surface ships, submarines, and land targets.

Construction program of diesel submarines for China has become one ofthe largest orders in Russia's recent history. Delivery contract ofeight Project 636 subs armed with Club-Smissile system for Chinese Navy was tied in May 2002. Its total valueexceeded $1.6 bln. The contract was implemented in 2004-2006. Chinaalso intends to mount Club-S system into previously delivered Russian diesel subs (two Project 877EKM and two Project 636 submarines).

According to estimates of GATAC, Russia, Germany, and France willremain key players at Asian market of diesel submarines. In someparticular countries the leading trio could compete with Sweden andHolland. South Korea with its Project 209 diesel subs built underGerman license could also participate.

Russia has a chance to win some regional tenders, such as second parcelof six diesel electric submarines for India, ànd also Indonesia,Thailand and other countries.

Project 636 submarine is the evolution of Project 877EKM dieselelectric submarine and has such distinctive features as increasedsubmarine speed (up to 20 knots), extended operational range insubmerged position, and improved silence. Combat effectiveness ofProject 636 submarine has been significantly increased because of Club-S missile system

Russian Navy's delegation to discuss repairs of Ukrainian sub Zaporozhye





Delegation of Russian Navy arrived to Sevastopol to talk on repaircompletion, conducting sea trials and crew training of Ukrainiansubmarine Zaporozhye, informs Rosbalt referring to Ukrainian Navy Press Center.

The talks will last two days. Ukrainian party is represented by RearAdmiral Viktor Nosenko, Navy deputy commander for combat training,experts of logistic department, and crew officers. The negotiators willalso discuss possible involvement of Black Sea Fleet assets to provideemergency assistance while sea trials of Zaporozhye.

Submarine Zaporozhye was launched on May 29, 1970 inLeningrad. She was deployed at Northern Fleet till 1990; then the subwas transferred to Black Sea Fleet and in 1997 was handed over toUkrainian Navy. Since that time the submarine has been under repair atthe dock of Metallist shipyard in Balaklava, Crimea. In Feb2003 the sub was transferred to BSF 13th Ship Repair Plant inSevastopol Bay. According to Ukrainian Press Center, repair works are90% completed.

Being in service at Ukrainian Navy, submarine Zaporozhye has never taken the sea.

Diesel sub St. Petersburg was firstly put to sea as operational unit

Lada-class 4th generation diesel electric submarine St. Petersburgfor the first time was put to sea as operational unit of Russian Navy.The sub left Neva Harbor heading for ranges in the Baltic Sea.Submariners will test various systems, mechanisms, and equipment indifferent modes.

According to Mikhail Aleksandrov, deputy director general of Admiralteyskie Verfi shipyard, lead diesel electric submarine St. Petersburg was delivered to the Navy on May 8, 2010 when the St. Andrew's flag was hoisted at the sub. Similar Lada-classsubmarines (displacement is 1,765 tons) will constitute a series ofRussian diesel electric subs developed late 20 century by designers of Rubin Central Design Bureau for Marine Engineering (St. Petersburg).

The main feature of the series is combination of small size and highsilence with powerful torpedo and missile armament. These submarinesare designed for destruction of enemy's submarines and surface ships;defense of naval bases, sea shore, and sea lanes; conductingreconnaissance.

Submarine St. Petersburg was laid down in 1997, launched on Oct 28, 2004. At present, Project 677 submarines Kronshtadt (laid down July 28, 2005) and Sevastopol (laid down on Nov 10, 2006) are at different levels of completeness in Admiralteyskie Verfi.

Severodvinsk to be the world's most silent sub – NF Command

n spite of being built for 17 years, nuclear-powered submarine Severodvinskwill be armed with most advanced weapons and, perhaps, will become theworld most silent sub, said Capt 1 rank Alexei Poteshkin, NorthernFleet (NF) submarine force executive officer.

"State trials of the submarine will be held this year. Hopefully, upon their results Severodvinskwill be recognized the most advanced and silent – which is the mainfeature of submarines – ship in the world", said A. Poteshkin atTuesday's press conference.

He pointed out that despite 17 years have passed since the sub's keellaying, arms and equipment were installed in the very recent time."Basically, 17 years is only the hull's age, but filling is the mostup-to date", Poteshkin said.

The submarine has been considerably changed, noted the officer. "Thesub will be equipped only with the newest arms and hardware",underlined Poteshkin.

Answering the question of tasks for SSGN Severodvinsk, Poteshkin said it would be escorting strategic ships and performing other functions ordinary for attack subs.

Launching ceremony of SSGN Severodvinsk was triumphantly held on Tuesday at Sevmash shipyard in the presence of Dmitry Medvedev, the President of the Russian Federation.

Russia-Vietnam submarine deal worth record $3.2 bln.


Last year's contract on the delivery of six Kilo class dieselsubmarines to Vietnam, worth a total of $3.2 billion
, is the largestdeal in the history of Russian exports of naval equipment, a Russianmagazine says.
The contract was signed in December 2009 during the visit of Vietnamese Prime Minister Nguyen Tan Dung to Russia.
"The construction cost is $2.1 billion, but the building of allnecessary coastal infrastructure and the delivery of armaments andother equipment may bring the total to $3.2 bln, which makes this dealthe largest in the history of Russian exports of naval equipment," theExport of Arms magazine says in an editorial published in its Juneissue.
Admiralty Shipyards in St. Petersburg will build the submarines with the rate of one vessel per year.
State-run arms exporter Rosoboronexport previously said Russia couldsell up to 40 fourth-generation diesel-electric submarines to foreigncustomers by 2015.
Kilo class submarines, nicknamed "Black Holes" for their ability toavoid detection, are considered to be among the quietestdiesel-electric submarines in the world.
The submarine is designed for anti-submarine warfare andanti-surface-ship warfare, and also for general reconnaissance andpatrol missions.
The vessel has a displacement of 2,300 tons, a maximum depth of 350meters (1,200 feet), a range of 6,000 miles, and a crew of 57. It isequipped with six 533-mm torpedo tubes.
At least 29 Kilo class subs have been exported to China, India, Iran, Poland, Romania and Algeria.
Export of Arms is a specialized Moscow-based technical andanalytical magazine, published bimonthly by Russia's Centre forStrategic and Technological Analysis.
